Brian Kelly was the first U.S. Probation Officer to officially hold the title of Cybercrime Specialist in the federal Judiciary. Appointed to the position in October 2000, Brian formulated the Eastern District of New York Probation Office Cybercrime policies and procedures, which included the creation of the district’s Computer & Internet Management/Monitoring Program. As a trained digital forensics examiner, Brian conducted hundreds of digital examinations over his career which uncovered crucial evidence used in numerous criminal proceedings. As a member of the Internet Crimes Against Children and Project Safe Childhood Task Forces, Brian coordinated with other federal, state, and local law enforcement agencies to prevent child exploitation. He also regularly conducted presentations to local schools on the importance of Internet safety. Brian was a member of the national Cybercrime Working Group (AOUSC), tasked with formulating national policy and training in the area of Cybercrime for the federal Judiciary.

In July 2021, after 25 years of decorated service, Brian retired from the US Probation Office. From 2022 through 2025, he served as a Cyber Analyst, Supervisory Cyber Analyst, and finally as Director of the Spotlight Division for IPPC Technologies. Brian was recruited by IPPC to enhance their computer & Internet monitoring services. As the driving force behind it, he created and formulated the structure and methodology of Spotlight, a data analysis service provided by IPPC Technologies that changed the landscape of computer & Internet monitoring in community corrections. Spotlight applied a human eye to the process and results of IPPC’s artificial intelligence (AI) used to evaluate captured content. This validation process improved the accuracy of IPPC’s existing products, delivering immediate and actionable feedback to law enforcement supervision personnel when relevant content is identified. Spotlight also provided a critical feedback loop for continuing AI development, an essential step towards pattern identification. In addition, Brian provided key insight and assistance in the company securing a blanket purchasing agreement with the federal Judiciary to provide computer and Internet monitoring services across the United States.
Following years of success of growing IPPC’s Spotlight division and service to over 15 employees and thousands of monitored devices, resulting in proactive interventions and countless positive customer reviews, Brian is now exploring new challenges and opportunities in the cybercrime investigations field.
